so the 1-5 represents how good the meal was?
Yes; it's basically the same system I use for rating each day. "1" is a very bad dining out experience - which makes me realize I should actually change the title of the chart - while "5" is an excellent dining out experience. Many factors go into the rating, including the quality of the food, my dining partners (if any), and the general environs.
